Regulations requires the operators to have access & promptly deploy: 1) source-control, and containment equipment (i.e. capping stacks and containment domes). "Operators also must have access to a separate relief rig."

Drilling in the Arctic Ocean will require extensive contingency plans. The Arctic rule is "aimed at avoiding a low-probability but high-risk occurrence of a catastrophic oil spill."
